Toward Real Welfare Reform: The Voices of Battered Women

Twenty-four battered women who were on welfare were interviewed in five focus groups in two states from 1996 to 1999. The women's revelations of their attempts to work, obstacles to employment, and treatment by the welfare system before and after Temporary Assistance to Needy Families was implemented suggest the need for both short- and long-term changes in policies.
